However, the increasing involvement of technology companies in regulatory discussions has ignited a debate about influence, impartiality, and overall governance. Representatives from tech giants, startups, and industry associations are actively participating in consultations, shaping standards, compliance mechanisms, and operational frameworks. Dr. Balamurugan Balusamy, Chairperson of the School of Engineering & IT at the Manipal Academy of Higher Education Dubai campus, highlights the inherent complexities of this dynamic. "However, they can sometimes be influenced by the commercial goals and strategic agendas of individual companies. Since each organisation approaches AI from its own perspective, relying solely on industry viewpoints may introduce certain biases into the regulatory process."

Dr. Balusamy advocates for a more inclusive and balanced approach to AI governance, emphasizing the need for a broader coalition of voices beyond the technology sector. Academic institutions, policymakers, civil society groups, and independent research bodies must all have a seat at the table. "To address this, regulatory discussions should bring together a broader and more balanced set of perspectives that include academia, policymakers, and civil society," he argues. "This ensures that user welfare and wider societal goals remain central."

The need for balanced participation becomes even more pronounced when addressing the persistent concern of potential conflicts of interest. When companies that develop AI systems are also involved in shaping the regulations that govern them, maintaining objectivity becomes a delicate balancing act.

Dr. Balusamy emphasizes the importance of structured governance mechanisms to mitigate these risks. "Potential conflicts of interest in AI regulatory discussions are typically managed through transparency, disclosure requirements, and balanced stakeholder participation," he explains. "Since industry stakeholders may have commercial interests, it is important that their inputs are complemented by perspectives from academia, independent experts, and public policy institutions."

This approach reflects a broader trend in technology governance: the shift towards multi-stakeholder frameworks. Instead of relying solely on government agencies or private companies, regulators are increasingly striving to create collaborative platforms where diverse sectors can contribute their expertise.

"When regulatory bodies develop stakeholder frameworks that consider all participants involved in the AI lifecycle—from development and deployment to usage, evaluation, and continuous upgrades—it helps create common ground among stakeholders," Dr. Balusamy observes. Such frameworks aim to minimize friction between competing interests while enabling both innovation and effective regulatory oversight to evolve in tandem.

From the industry's perspective, some technology leaders argue that their participation in regulatory discussions is not solely about protecting commercial interests. They believe that their practical experience is crucial for ensuring that policies are realistic and implementable in real-world systems.

Caesar Medel, CEO and Founder of ZIPTrust, a venture supported by the Canadian University Dubai Incubator, asserts that industry knowledge can transform regulatory principles into practical solutions. "Think of AI regulation like building a new skyscraper in Downtown Dubai," Medel explains. "You wouldn't just ask the landlord how it should be built; you'd ask the architects and the engineers who know the strength of the steel."

Medel believes that industry participation should go beyond merely offering commentary on policy drafts. Instead, technology providers can help design systems that embed regulatory compliance directly into digital infrastructure. "Right now, industry input is often just advice," he says. "At ZipTrust and Tr
